Postal Service Health Benefit Program
The Postal Service Health Benefits (PSHB) Program is a separate program, administered by the Office of Personnel Management (OPM) which will provide health insurance to eligible Postal Service employees, Postal Service annuitants, and their eligible family members.
As a part of the PSHB Program, all Medicare eligible retirees will are required to have Part D prescription drug coverage. To satisfy this requirement, UnitedHealthcare is offering Postal retirees the choice between our Retiree Advantage plan (which includes Part D prescription drug coverage) or the Choice Plus Primary medical coverage alongside a MedicareRX Part D prescription drug plan. Eligible UnitedHealthcare PSHB plan codes are JY (retirees residing on the East side of the country) and KE (retirees residing on the West side of the of the country).

Is a UnitedHealthcare Retiree Advantage plan right for you?
- You are a postal retiree
- You have Medicare Part A and Part B
- You are a member of a qualifying UnitedHealthcare PSHB Health Plan (Plan Code KE or JY)
UnitedHealthcare PSHB Plan Availability and Rates
You will need to enter your zip code and click on ‘Health Plans’ to determine what UnitedHealthcare PSHB Plan is available in your area. Once enrolled in the applicable UnitedHealthcare PSHB Health Plan, you can enroll in the Retiree Advantage plan. If you do not enroll in the Retiree Advantage plan (which includes Part D prescription drug coverage) you will be automatically enrolled in the MedicareRX Part D prescription drug plan with the Choice Plus Primary medical benefits.
* Please note: Choice Plus Primary plan codes KE and JY are the plan codes available to postal retirees and your zip code will determine which plan you are eligible for. The Retiree Advantage plan benefits are the same no matter which plan code your zip code qualifies you for.
- Nothing – receive all of these benefits at no additional cost to your qualify UnitedHealthcare PSHB Health Plan premium of:
PSHB Choice Plus Primary Plan Code JY (East region) 2026 premium: $189.33 self only; $407.07 self + 1
PSHB Choice Plus Primary Plan Code KE (West region) 2026 premium: $179.26 self only; $366.07 self + 1 - You will need to continue paying your Medicare Part B premium.
